An open question is where you haven't decided or is unable to decide, it could also mean a long range of different answers and they are opposite to the close questions.

Closed questions?
A closed question can be answered with either a single word or a short phrase.A closed question is where you answer the questions yes or no.

'It's great weather today isn't, it?'
